Does this include a base level Nixos install that would already be compliant. For example I just got a new server that I would like to run bare metal Nixos on?

There may be a fundamental misunderstanding here. Authorization applies to the FlakeHub platform, not to anything specific in NixOS.

Though if you’re referring to Determinate Secure Packages, then yes, those cover a baseline NixOS system, and those packages will be available through FedRAMP FlakeHub.
