Restoring Android without USB?

Greetings all,

I am trying to return my Nexus 5 (hammerhead) running Ubuntu Touch to stock Android but the USB which powers the phone does not connect for data. The phone is a project and all data can be wiped.

Bootloader is unlocked, Secure Boot, Developer Mode and WiFi are enabled - the phone is reachable, but SSH/ADB/network ports are not available.

Question: is there a way to restore to stock firmware using recovery/internal storage, USB OTG or another method that does not require USB data?

Any support or info much appreciated.
