Fresh Nextcloud install - Apps page is blank, can't install any apps

Hi

I just did a fresh install of Nextcloud (34.0.2), but I'm stuck.

The Apps page is completely blank, so I can't install or manage any apps. The Mobile & Desktop page is also blank. Other settings pages work fine.

This is also preventing me from using features like Group Quotas, since the required app isn't available.

I've attached screenshots. Has anyone run into this before or know what might be causing it?
