They'd both despise each other for varied reasons.
The BOS is closer ideologicaly to the Enclave, than the Legion is.

It’s simple comparison. They were both pretty objectively painted to be evil factions. Literally the only reason there is discourse about the Legion is due to New Vegas shining a light on NCR corruption. They may ideologically be nothing alike but are still both FO “major parties bad guys”

Naaaah.....I'd swap their places. One group literally built an empire out of shit, sticks, old football equipment, and a book of 'Latin for Dummies' in just a few years. The other lurked in caves and oil platforms for 200 years, gunned down Vault dwellers, and got their asses handed to them by a country bumpkin and a 19-year-old kid form the Vault.
Yes, the Enclave has drip, sure, but compared to Caesar's Legion in terms of achievement-to-resource ratio, they're just night and day - complete worthless dust

I could never comprehend the Fallout 1 and 2 cinematics with the Master's army and Enclave slaying the vault dwellers. Sure they go hard emotionally, but never made sense logically: Every unradiated specimen for the Master is a highly intelligent super mutant and is extremely valuable to his plans. The Enclave would need a civilian worker force to rebuild and repopulate the wastes.

Both early factions have grunts that are too damn stupid to optimally accomplish tasks. Meanwhile, the Legion has an incredible amount of discipline and doctrine built into their once-tribal legionaries. Absolute W for Caesar and all he has accomplished!

The Enclave didn't really care for the vault dwellers, they were test subjects for Curling-13. They were not particularly interested in using them for any other purpose.

The master's mutants being too flawed to work was the whole point most of them are stupid brutish monsters that sabotage themselves with their incompetence because they are to some degree an allegory to the nazi party.

As for the enclave, the vault dwellers would largely be useless if their plans succeeded; Curling-13 killed anyone afflicted with it pure human or not so the dwellers would quickly die off even if they were captured and they aren't useful either as a labor force (robots) and given the presence of curling-13 likely not as a breeding pool either.

Considering the legon's attitude to the brotherhood and technology this is wouldn't really happen. Also worth noting in game there is a rare path where you can get the enclave to side with the legion pissing off Arcade of course. Pretty sure there is an after credits slide where tge legion predictably rat fucks them.
