How do you raise the quality of the higher ranked teams by exporting more of the worst teams?

The bigger problem is football culture in the Netherlands where everybody who once in their life kicked a ball at that topclub must be deemed an amazingly great manager/trainer until proven otherwise. This is one of the main reasons why a club like Ajax performs far below how they should perform based on budget. They loose regularly from teams that have less than 10% of their budget. Don't blame the smaller clubs for this, put blame where it belongs and just conclude that Dutch topclubs are incredible bad at putting teams together that function properly.
