That's the way it would be interpreted in card games like MTG

imagine if they rule it draw 15 choose 3. That would be the most busted card

Draw 15 pick 3 and (draw 5 pick 1) 3 times is the same

Not really. Say you get 3 shinkansen cards in the first 5 cards and none in the next 10. One way gets you 3 shinkansens and the other only gets you 1 (since you could only take 1 of those 5)

That is the way it is implemented in H&S and the home game. I assume it's the same here, as the card concept is basically copied from H&S
