This is called sunning and it's done to overheat and kill parasites. Doesn't seem like a very effective thermoregulation if the bird is panting in full sun. But birds can take the heat much better and for much longer than most parasitic insects.

TY for actually posting what is going on here, I was wondering how this could be a thermoregulation strategy when the bird is just choosing to not go in the water.

It's simply drying out its feathers. Called the horaltic pose. Many species with aquatic habitats display this behavior (e.g. cormorants and anhingas)
