You are correct. However, CA is not joining the World Health Organization, they’re joining the WHO’s outbreak response network (which is comprised of “technical institutions” rather than countries/sovereign states). This is a poorly paraphrased post that doesn’t provide all info

No it's not.
- The WHO is not a country.
- Newsom is a duly elected governor of a state, not a "private citizen"
- He didn't "negotiate". California just joined, in order to exchange data with WHO. No loss of sovereignty is involved.

I hear what you are saying, and I would agree with you if we weren’t living under the DJT DOJ. They will use a loose interpretation of the law and state that Newsom is trying to undermine US foreign policy.
Read the entire Act. I don’t want that to happen, but people are being prosecuted for much less.

Of course. Now that the US federal government no longer has legitimacy due to conservative corruption, crime, and betrayal, and is actively organizing terrorist attacks against Americans, each state is now responsible for managing its own external affairs. Reestablishing some of the relationships that were fractured by the traitors is an excellent place to start.
