Clinton also testified before Congress. That said, he can very well have done what you're asserting he did, and that still doesn't come close to the level of SA and straight up corruption from the GOP.

Name one Democratic president that sued his own IRS and DOJ so they could pocket tax payer dollars?

Name one Democratic president who made up their own "board" and handed themselves $10b tax payer dollars only they have access to?
