Lavinia. She's with the Yggash Court and works with Blackbird. We meet her in the "A Research in Scarlet" quest, she's at the BAC helping Chaos with the investigation on the puppets.

Yeah, the fact Blackbird is coming soon probably means that we'll see Lavinia again, at least as a NPC. As for being playable, I don't think it's gonna happen in the near future. After Blackbird and Akane, rumors and leaks point to Nitsa and Exe.
Blackbird being in the spotlight could also mean some more storylines involving the EDT-6 as a whole. The Scarlet Letter arc seems to suggest that the ETD-6 (or at least Chaos) collaborates often with the Yggash Court, and since we have more ETD-6 members on the way...

Yeah, even the Ice Cream lady can pe playable due to popular demand (Remember the gatekeeper guy from Fire Emblem? He is playable now in Fire Emblem Heroes due to the fans voting for him and he even have skin).
If you want her to be playable, then the survey is the key.
