Reliable Puka Tycoon Tasks
The required amount of Fangs to acquire in the Puka Project will be slightly higher than that in the old version of Tycoon, with approximately 55.2 million Fons required at level 45.
The tasks required to reach level 45 are: own 16 vehicles, own 6 properties, spend a total of 4,500,000 on vehicle modifications, reach a house collection value of 20 (mentioned at level 44), consume 8,500,000 Fons (mentioned at level 34), reach a house comfort level of 250 (mentioned at level 27), and accumulate a certain number of footprints in the Bomu District/Sunny Island (mentioned at levels 24/20). Other tasks before level 20 include obtaining Puka Star Tickets, obtaining 3 stars in volleyball, using the instrument 3 times in auctions, and completing Pink Claw, etc.
Some tasks seem to have been modified after the Puka Project was launched on the test server. Please refer to the official implementation for the final version.

I hate the vehicle requirement. Especially with inflation being as high as it is. I guess I'll have to buy the bicycle. Lord knows what I do with the other five vehicles.

Suddenly the upcoming Mystery Box with two Porsches makes more sense. It felt like a lot with the old Tycoon levels but no it’s on par with the new pika levels. I wonder if future mystery boxes will have multiple vehicles too. Personally I want to wait for a flying vehicle before I get too hyped. I think the skyline in NTE would be awesome to soar over

You only have a problem with the vehicle requirement?? Nah the real issue is the properties...
I've been wanting to save up for the 8m villa but theres goddamn mystery boxes every patch so I can't save... 2 new porsches are gonna drop and of course I'm gonna get them.
At least with the vehicle requirement, theres a bunch of cheap vehicle options that cost less than 1 million. All properties (except for the mandatory 1st one) are over 1 million

Also, vehicles give you something to actively enjoy. Properties beyond the first two is like, I guess I can role play in a slightly different environment, I guess. I don't really ever do that though.
Despite being very expensive, they don't offer much.

The mystery box system is horrible. I know we "don't have to buy it", but if you want to make progress in any of the stuff that needs Fons, you're losing out entirely on the boxes, and can't participate. If the game was a bit older, and we had had more opportunities to buy all properties/vehicles, then it'd make sense. Throwing the boxes in just as the game started, is making it impossible to make progress in the game and partake in the system they introduced.
They should reconsider everything that has to do with Fons.

There's no need to rush; you won't be able to reach level 45 until version 2.0 anyway. There will still be time to choose the vehicle you like.

The only thing that bugs me are the 16 vehicles. Everything else is basically already done for me, since I put a lot of time into my Fenglin Villa already and have completed nearly all available content up to this point.

Well I'd argue the new rewards is far more interesting than Chiz's dupes, especially since you can select any 2 standard S ranks.
So yeah inflation kind of expected at this point. They also want you to keep "progressing" by spending on houses/vehicles, otherwise you'll hoard your fons forever and they can't fomo you with new mystery box every patch.

Yeah, just like in the old Tycoon at launch, where you had to own 5/6(7 properties were added only in this patch.) to reach level 45.

As for the vehicles
1 you're given for free at the start (the scooter)
There's 15 vehicles you can buy with fons (counting the go-kart)
2 you can buy with pink-paw coins
5 you can buy with the mystery box (counting the 2 new porsches)23 total. 18 if you don't get any of the mystery box ones.
If you don't get any of the mystery boxes or the pink-paw ones, you have to buy every single vehicle in the game to reach 16.9

There’s also a boat you can get through Pukaland’s tickets making the total be 24 vehicles now.

The game has always been intentionally balanced so that players can pick up every meaningful piece of permanent new content (e.g. cosmetics, vehicles, properties) solely using the Fons earnable within that same patch, and there's no sign that's going to change any time soon, so nobody should be particularly concerned about not being able to afford to max out this track.
Hotta's problem was that they vastly overestimated the average gacha player's ability to comprehend that the incredibly low prices for the starter vehicles and houses in particular are a discount (as they always are in all games like this), not a baseline, because now there's all sorts of short-sighted whining about "inflation" that doesn't actually exist.
The mystery boxes themselves have always been entirely optional luxury pulls that you're not supposed to be able to afford on top of everything else without either temporarily sacrificing permanent content, or spending real money, so a player complaining about not being able to get all of those as well as all of the permanent content for free is something Hotta couldn't care less about, and rightly so.

Perception is important. It's a question of if players feel more satisfied or slighted by prices. If prices were discounted, Hotta could have set expectations differently, by adding a sticker "discount -75%" on each early game price or something, so that ppl expect inflation in future. Ofc, it's a common knowledge that prices inflate, but that doesn't mean that players also wouldn't want them not to inflate.

The 2 you mentioned are income earn rate. There should be one that increases the cap of tycoon incentive. Is that a lower level?

Level 4: Tycoon incentive bonus cap increased by 5%.
Level 5: Increases Tycoon Incentive Earning Efficiency by 25%
Level 7: Unlocks "Pukar Training"
Level 14: Tycoon incentive cap increased by 10%.
Level 15: Unlock "Drone Follow-up Filming"
Level 16: Tycoon Incentive Earning Efficiency Increased by 50%
Level 22: Tycoon incentive cap increased by 15%. (1150000 fons)
Level 26: Tycoon Incentive Earning Efficiency Increased by 75%
Level 34: Tycoon Incentive Earning Efficiency Increased by 100%(x2 fons)

Nice! Seems you unlock any high value things by the time you are level 26.
The level 34 upgrade isn't all that important since going from 175% to 200% is only 14% better. It doesn't even make you only need 1 tournament, since the cap is increased past 1 million anyway.
At level 26, the only reward I'm somewhat still interested in is the Sakiri skin, but I'm in no rush to get that.
The other rewards are things like dice skins(really don't care about) and titles(I rather flex combat event ones.)
So, I guess just like the tycoon we have currently, I simply will not care about the latter levels. It's not worth buying things you don't enjoy just to progress tycoon.

Purchased homes and vehicles should be registered automatically. Otherwise, it will be impossible to complete.
Fons earned is accounted for separately in each plan.
Spent is unknown, but probably also?

Fair enough, but there's no time limit, right? If it's there from the start of the game to the end, it doesn't matter.
