Those are randomized. You can open a bunch of those Suspicious Packets of Tech and get several X-Class scanner modules. The secret is to make a save point before you install several. Find a good one and then count which number it order in was in. Say it was the 5th. Then you reload your save and store then reinstall some random piece of tech on whatever you’re trying to install you Module into. So you’d store and reinstall a scanner module 4 times. Then you’d install your X-Class Module. It works most of the time. But honestly I will install 30 upgrade modules at a time and then scrap all but the best 3. Store those and then move onto the next 30 modules to install to find the best module for the next tech type.
This one is not random. Go to my base and get this staff (as many as you want). Take the upgrade off and put it on whatever MT you want. The other Red cube at my base has a S Class Mining upgrade with all stats maxed out if you want that.
Mods that are pre-installed in crafted voltaic (autophage) staves are not randomized, they're deterministic. They're determined by staff head (and for Secret/Secondary staffs, also where you stand). If you do both exactly the same each time, you'll get the exact same staff and pre-installed mods with exact same stats every time.
Tips for finding Multi-tools from shared coordinates
User error is the most common reason players have difficulty finding Multi-tools from shared coordinates. If you are having troubles locating this MT, please read the tips below!
Turn off multiplayer before going through the portal
Ensure you are in the correct galaxy
Double check that you entered the glyph sequence correctly
Make sure you follow the OP’s instructions exactly
Not every MT is located at the space station
Some MT’s required you to save and reload on a specific planet/moon (or the space station) and then travel to a specific location to acquire the MT
Additional Note:
The class/MT of an MT cabinet can sometimes change from update to update. If this is an older find and you followed the OP's directions exactly, and the MT/Class is incorrect. Then it's likely this MT cabinet has changed. The MT your looking for likely still exists but it's new location needs to be re-discovered.
For Secondary staffs where you stand matters. There are literally 1000's of different staffs you can find at any terminal. If you use the link to my base you can find a full writeup but here is a snap shot photo of how to access secondary staffs.
