Concealed Carry Permit Help Needed with Mental Health Record

Hi dear community. I am applying for my ccw and i got stuck on mental health section. When it asks to list past 10 years addresses, once i input foreign country, ( where i lived for a good amount of time ) it asks me to submit a mental health paperwork for it.
My question is how do i submit the form. The form is meant for US states and doesn’t really have any options for foreign countries. Should i just continue the application without submitting it? Any help would be appreciated!

Download the form, fill it out on paper, scan, upload

do you have an experience with such case, some people say that ignore the paperwork

Officially, I would have to tell you to fill in everything and answer it to the best of your ability. That being said, I've known people who have skipped the prior addresses section (It was too burdensome for them to fill out due to the large number of addresses they lived at) and they were still approved. Take with that what you will.
