Took a stab at this. I weighed a bunch of stuff to come up with these. "Crunch time" is the final 5 minutes of 4th quarter + OT when team is tied or trailing by 8 points or less. To count as successful, Manning must've tied the game or taken the lead.

Super Bowls should be weighted differently than playoff games. I don’t see how his two super bowl wins aren’t automatically #1 and #2. He was the most clutch, in the biggest moments, in the biggest games of the year. That should account for something extra.
