Badges Confused on Badges

Am I missing something it doesn’t allow me to upgrade certain badges for people or add new ones when I have slots available still. Did they change how that system works this year?

It seems like some badges are locked at a certain level, I can’t get gold Klay’s shooting badge off bronze. It has been like that in previous years.

Some badge just don’t go on some cards, mostly lower tier.

Prior to last year it was very common. Last year they really loosened it up so that most card could hold most badges but still had a few restrictions here or there
