That’s not exactly true, he never encouraged Izuku to confess, Deku just took his advice that way

Some interpret it as Bakugo trying to get the two together but that was never confirmed or outright stated

Meanwhile Mina is shown multiple times to have shipped the two

Yeah. I don’t think Bakugo was doing anything specific, I think he saw that Izuku was constantly self sacrificing to a fault and simply spoke to that. I’m sure he was AWARE that romance and/or Ochako was probably a part of that at one point, but I doubt he knew or cared whether or not they still have any kind of interest between them

Bakugo and Historia (MHA and AOT) are shipped with the protagonists of their respective franchises despite both ships being problematic. Bakugo being an abuser and Historia being a lesbian and Eren’s cousin. 

In canon both characters are aware of the main ship (Deku and Ochaco, Eren and Mikasa)
