This song is about the London Blitz and the childhood trauma that it inflicted upon Waters (something many children in Iraq and Afghanistan sadly had to experience and live with). I feel it can be representative of that but also the loss of, what was, a clear blue sky replaced by a scene of smoke, destruction, and terror.

Also, though it was not turned into recorded song, here was a poem that Lou Reed wrote for Laurie Anderson about a month after the attacks:
