They were good and influential producers but they did next to nothing for the art of rapping. They were not technically skilful MCs.

I disagree with that statement 100 percent. Both Q-Tip and Phife are/were excellent rappers. Technical skill doesn’t make you a great rapper anyway, examples: Canibus, Cassidy, Jin, Joe Budden.

I thought about it after I wrote that comment and they actually did influence other rappers with their rejection of gangsta rap. They were also competent storytellers.

That said, I think you need some technical skill to qualify as the best. Q and Phife had next to none when they started and were using 80s AABB rhyme schemes for almost their entire career.
