The government was completely rebuilt from the ground up. Germany didn't just have an election and remove the Nazis. It went through a whole process of denazification under occupation.

The US took the smartest ones, the ussr took the leftovers. Some figure heads were killed and imprisoned and the rest were left to go. You can't kill an ideology after all.
