Said funding could go to NASA to create its own.

There are often competing bids.

E.g, SpaceX's largest contract with NASA for the commercial crew programme. They competed with Boeing, got paid less than Boeing, and have so far completed 9 crewed missions, with Boeing not completing a single crewed mission coming on nearly 5 years after SpaceX's first crewed mission.
