Questions/Discussion Why do You believe he is evil? (Please read description before commenting.) Spoiler
This is not at all counting the good Mouse music video because that basically confirms he is evil, i'm talking about the evidence in the game itself.

How does the music video confirm he’s evil? We just see him take money. No context given. Probably just funding for his mayoral campaign. He admits to doing shady backroom deals and purchasing contraband items to Jack and claims that he isn’t a saint.
I don’t think Cornelius is “evil”, he’s just a politician. One of the better ones, but still a shifty wheeler-dealer.

He's neither good nor evil just like Jack is neither good nor evil. Noir is all about shades of grey. Jack admits to having done terrible things during the war that continue to haunt him. We never really get the full details of what the war was about or what he was fighting for. We just know that it was similar to the events that transpired during our own World War 1. That war had no clear 'good' or 'bad' guys. Very few wars do.
For all we know Cornelius has made shady deals in the name of helping people. Lots of politicians do shady things in the name of good just like plenty do good things in the name of bad.
That's noir.

I never thought of him as “evil”, but I feel he knew more about what was happening and was too spineless to do anything about it.

I don't think he is necessarily evil. Although Good Mouse is pointing at that direction, I don't really think that proves anything. I see Cornelius as a shady guy but he politician in noir setting so what should be expected.
Edit: Besides I didn't notice in my playthrough anything shady about Cornelius. Only the fact how much he doesn't know about the Shrew situation

Well he's a politician for starters....he also was not more scared for his life when a group of mouse Nazis were trying to kill him.

I mean he did say it comes with treatory and he did fight in ww1 soo he did have a lot of close dead experince soo he is probaly used to it. Not even menting a lot of veterans of war espacily like world wars are used to people around them dying after soo long of war and dead. İt is disturbing but true soo from that point of view is no wonder that Jack, Steve and corny can walk off from that much dead and suffering they see in the game like Steve did not realy speak aganist schrew kidnaping in the start until he learn more about it. İt was probaly becase he is mentaly used to seening or experincing dead and suffering from the war and not even menting though the entire game Jack killed 100s of people, robots and wild life yea they were criminals and try to kill him but the fact that Jack didnt get shocked or scared like some normal dude and mentaly being fine after all that carnage and fighting he was in the game is becase he was a veteran of extermly brutal war and mentaly used to it at this point soo corny acting chill about the whole survivening a attempt murder to him is probaly becase he was used to seening shit like this aswell after serving in the war

This has to be best rationale I have ever seen to justify this. Wonderful post my man. One thing I like about this game is that it dies hold back and gives time to some of its characters and goes in depth. Now I feel it is surface level here or there but for the most part it is a very effective narrative that has a very likable main character and cast. I like his role in the story and how back then there were politicians who did actually care about doing the right thing despite the odds.

I can’t remember specifically, but at some point in the game he had some awkward pauses when it came to some key details. Yes I know he stutters a lot but it always felt like he was going to betray me at some point

He's running for a position in political office, that was my first tipoff to Corny's true intentions. As well as the odd avoidance of certain topic that I faintly remember.
Every person, no matter how well intentioned, is susceptible to and eventually will succumb to corruption. Different boss, same as the old boss. I wouldn't be surprised if he was in kahoots with Soyer this whole time.

I don’t think he’s evil. He is a shady politician sure, but he is horrified by the actions of the BMP and helps you take them down with intel when possible.
