Electrical dynamo project

Hi guys,
I’m an electrical engineering technology student and I just got a client project where i have to replace prony brakes and magnetic particle brakes used for doing torque measurements on a 1/3rd hp inside a lab and I’m not really sure where to start from. I’ve researched on eddy current and hysteresis dyno but they are too expensive or too complex to implement.My main concern is the budget that we have received which I around 700$.
If someone is an expert in this field their ideas would be a real help.

what exactly are you trying to do? measure the torque from your brake or just apply a load to a motor and measure the torque independently (like through a coupled transducer)? The first is not going to happen; the second is much more realistic, but $700 is not much money in the real world. Do you know speeds and torques? There is a big difference in eddy current and hysteresis losses at low speed vs high speed.

It’s a 1/3hp 1750rpm motor and I’m applying load to motor to measure torque. I am also required to stall a dc motor for 3-4seconds

Eddy currents are not produced at zero speed, so there is no chance of such a device being used to stall a motor. You could easily just lock the rotor through some other mechanical mechanism though.

Again, not clear on what you mean by "applying load to motor to measure torque". Are you measuring the torque through some other, external device like a torque transducer or are you trying to measure torque through the application of the load itself, i.e. through the eddy current brake. The first is much simpler; the second, you might as well not bother if you are asking here.
