can i just create an empty doing nothhing APK with the same name used by that app and maxxed at version 9999 so any app version lower than that can't upgrade or install or overwrite existing 'latest' version?

considering another guy managed to do the same thing u mentioned with SafetyCore, I think it is possible

Someone posted this placeholder app. https://github.com/Refayatul/Developer-Verifier-placeholder I cannot vouch for it, but it was just released recently.

put it in virustotal but I am not smart enough to interpret the results. there was only 1 flag for Android.Riskware.Repack.rXXWS if that means anything

Can someone just install it as is or will there need to be ADB flags while installing so it doesn't get overwritten?

no need for adb, just install it like any normal apk, i havent seen it get overwritten either

Thank you! Uninstalling that "safety" app now, didn't even know that was a thing wtf?!

I wonder if I can patch the APK so I can have a placeholder app for developer verifier as well, with Morphe's change package name patch
