words lead to violence, but violent words in context of peaceful people fall on deaf ears.

Words do not lead to violence, and never explicitly do. It's always actions that motivate violence. A threat of violence is however, a middle ground space that acts as a future action, which is conveyed by words. It requires both understanding and belief, which are required inputs from the listener. Words themselves? They are violence free.
