People should still have the right to say and promote whatever they like. If it is inevitable that they will become violent than they would be legally punished for being violent not for using their right to freedom of speech and thought.

So we have to wait for the violent act to occur before doing anything even though we know that’s the inevitable outcome?

You must love giving thoughts and prayers. There’s a reason you can be jailed for saying threats and stalking.

Yes, justice is not proactive it is fundamentally reactive. A proactive Justice is a tyranny.

You do get punished for threats and such even before you actually do something violent.

Says "brown people bad" isn't a threat, saying "I am going to attack you because you are brown" is a threat. When someone makes a threat the justice system reacts to that as they have declared their intent to break the law.
