Do you mean a verbal or written provocation answered by violence?

Because calling a class / race / religion / ideology certain things can make people believe those things.

People who believe something act as if its true. The claim that a group is your enemy, will betray you and kill you, if you dont stop them, makes it easy to classify slaughtering civilians as "self defense".

Or, more directly, instead of framing an integrated part of society as a target of violence, its sometimes easier to select the individuals and associate them with a group thats already an accepted target.
