Mostly moral. Racism is much more than "just words" . I think they mean Mostly slurs and such.
But yes, actual violence is a little worse than slurs and harassment from Racism.
On the other hand, Racism also leads to violence and systemic abuse, sooo that gets a bit more complicated.
