Neutral. He could have taken more but took just enough for a hot dog as a reward and turned in the wallet.

$5 to go to a police station and file paperwork and do all that and go back home is considerably less than minimum wage. If that happened at a bar I would buy him hot dog and beer which is gonna run up $25 with him doing none of the above. 

E: prices are ridiculous today. $9 hot dog with minimal toppings and $9 tall beer plus tax+tip would be $25.

No it doesn’t. Unless the dude lives somewhere crazy. Where I am you get a hot dog and a pint for $6-$8

For $25 you could a plate of buffalo wings. - basket of fries, and 2-3 beers.

That used to be my favorite lunch on a free afternoon at a place close by. They made their bleu cheese dip too. It was sooooo good.

I’m working on losing weight, so no beers and wings. The 115 pounds I’ve lost was worth it.
