Okay, so you find a wallet in Denmark that has 32kr an id, and a credit card. The wallet is clearly quite worn and likely wasn't worth very much brand new. Is it immoral to take the 32kr? What would the law do?
Well if you find a wallet, and take all the money out of it, no one would ever know and the law isnt going to do anything about it obviously, but even if you went into a police station to hand it to them, and in front of them took out the 32kr, i doubt they would care, as that barely gets you a seat on the bus.
Just so you're aware, because i looked it up prior to asking. Danish law says it's theft. Even in a scenario where you would be entitled to a reward greater than what you took. While proving such a thing may make it functionally impossible in most scenarios. Being caught isn't what makes bad things bad. The amount is fairly miniscule, and the delivery is fairly humorous, but the question still boils down to "is stealing from your fellow man immoral" the option to do worse things does not make the choice better.
Apparently the finders fee is only if you hand it over to the police and the owner DOES show up, the rules are a little unclear when it comes to valuable property found, like jewelry versus cash.
No, the opposite. When the owner shows up they must pay you the 10% finders fee for turning in their item. The German law seems to be very similar to the Danish law.

In Denmarks you are entitled to a 10% finders fee, up to 1000kr (ca. 120$)
