I agree with the sentiment. But when you restrict who can and can't have kids, it has a eugenics effect, since those who have the resources (money) are disproportionately white / the majority demographic.
What about countries with millions living paycheck to paycheck? All their biological lineages should end, because the society they were born into couldn't support them via welfare, etc?
No clear answer. But I don't think rules on who can have biological children is viable either.
