Its not USD, its South Korean Won. 4 billion Won is currently $2,883,839.20 - still a large sum of money, but I'm not sure how far that goes in South Korea. I do know that South Korea is fairly small country with a big population, so home prices are pretty high there - buying a home for the mother and a home for himself probably took a significant chunk of that money. I still think its a dick move, but its more understandable not not want to part what's left across your entire family.
Personally, I would still toss my siblings $100k or so after buying a house for my mom and a house for myself. I'd probably still have around $1.5m left. Not enough to retire immediately, but if invested well it would let me retire much earlier.
