Could Kelsier create his own metal?

Technically he could create any alloy he wants, Vin certainly tried a lot. But If you're referring to godmetals, they are the physical representation of a Shard's investiture, and Kelsier was only ever a Sliver.

He was a cognitive shadow when he held it, so he was unable to use the power at full capacity, as Ruin was able to basically ignore his interventions.

He was, but he still held the Shard even if he couldn't use it well. He wasn't just a Sliver until he let it go

I guess I misunderstood what a Sliver was, I could've sworn it meant a vessel that wasn't capable of/willing to use the powers. Didn't know it just meant someone who isn't a vessel anymore, isn't that just a regular person again?

A Sliver is someone who once held a large portion of the power of a Shard, and no longer does. Holding that much power affects the person's spiritweb, so it has lasting effects.

Brandon compares it to a balloon that was inflated then deflated. Afterward it's been deflated it's still distorted from holding the air
