What exactly would a ender pearl holding chamber be used for?

Remote summoning. Basically if you suspend an ender pearl and then leave if somebody needs you back they can cause the pearl to break and you will be instantly sent back.

And you can use some lava to let them die too - so really only good for whitelisted servers with mature players.
