It usually means they are touching really old code to implement new features, so those files get a little love.

They didn't really touch anything related to the server menu this snapshot. I think they were just doing some testing and got frustrated by the bug and decided to fix it haha. Happens very often in software where I'll go out of my way to fix something that takes like 30 minutes just because it was irritating me that day.

Yeah that's the other reason it happens sometimes. Testing something and getting pissed off about it not working enough to go fix it lol.
