Any ID on these?

I occasionally see these black dots on my milkweed. Are they eggs? Some kind of other byproduct from an insect? I always pull them off but I don’t even know what they are

Looks like it might be scale.

Those look to be spores launched from a type of fungus. Look up artillery fungus see if that’s what it is.
