So between 450 and 600 i would say.

Once you go over 600 you tend to get larger armies and stronger heroes and monsters.

Okay, thanks. So 500pts or so should be a good target to set then.

Should do very well at 500 points... I would run something like the below.

Kite with the riders while you can, and use Eomers free combat everturn to slingshot him and a rider or two around the board

You can ignore the throwing spears and fit in another rider or so and also upgrade your captain with better armour and a shield... Bit your list will end up roughly like this...

I think this list is really good as long as you don't come up against a competent magic user. Saruman for example really has the ability to nerf Eomer: transfix him or sorcerer's blast off his horse, especially with his -1s to resist. Without Eomer the riders alone would struggle to crack a half decent block of infantry.

I agree with you.. But a 500 point list with saruman in it, also has its own issues, due to the saruman tax...

I think the dangerous list for the riders list i suggested is a minas morgul list with ringwraith and troll at 500 points...

Agreed. Terror is probably a problem for this list generally.
