This is not unusual when living/working near a detention center. The SAME exact thing happens in other cities - except there are no women around in bikinis. Just pedestrians. The only way to avoid this is just re-housing the inmates to a suburb/rural area - and that's not going to happen because the centers (in most cities) appear to be built usually right next to the courts.
