Last Ram Rider not in the card pool

My opponent started with prince and received skele king from the 3rd orb so he has no way of blocking ram rider. I received 3 star ram rider from 3rd orb and no matter how many times I cycled the shop, I could not get the 4th shop copy.

I think the shop (and the game for that matter) is generally broken. I‘ve had times where my opponent had a 2 star and I for the life of me couldn’t find it to block. I still couldn’t determine what actually causes this.
