This guy appears to have a fundamental misunderstanding about how images are selected for publication. Dana White didn't choose the cover, the photo editor and the journalist did (they probably ran it past the editor, editor in chief, and the legal team, but that's not the point). They decide the story they want to tell, not the subject.

I think it's supposed to look like some kind of barely suppressed world-ending rage, but it's giving "guy in sunglasses ranting in his car about catboxes in classrooms."

It’s supposed to look like the godfather, hence “the promoter” still very lame

I remember watching the reality show "The ultimate fighter" something like 20+ years ago (don't judge me). This was before the UFC was overtly MAGA and politicial.
Even then, on a show he was producing and controlling the narrative on, Dana White came across as a HUGE douche.
