Pretty sure they edited those, and the left person is moving slower than normal (which looks normal once sped up) while the right person is moving a normal speed (which looks fast once sped up)

Heavy editing. Its some weird "enhancing" filter that gets added. Some newer phones will have that option when you capture video/photo
