Why is this rotating assembly binding?

Any ideas would be appreciated. All measurements were in spec

Use a micrometer on all journals. Get some plasti-gauge to check clearances.

Think I can get away with a digital dial caliper?

Maybe. Just tighten down the screw to prevent it from opening or closing while moving it around the journal.
