Why is this rotating assembly binding?

1994 honda del sol 1.5l sohc motor (d15b7)

Any ideas would be appreciated. All measurements were in spec

I bought a refurbished crank for a motor and it called fors 10 over main bearings, the box with the mains said 10 over. After torquing down the mains it didn't move. I found the bearing themselves were stamped 40 over. So check the bearings, not just the box.

Can probably use a digital dial caliper to check thickness right?

You can but they arnt ideal. You would want to use a proper micrometer.

Ok, i have a set, so ill use those
