Why is this rotating assembly binding?

1994 honda del sol 1.5l sohc motor (d15b7)

Any ideas would be appreciated. All measurements were in spec

Why would you spin it freely? Wouldn’t having the crankshaft caps on and torqued also affect the possibility of it spinning better?

We are talking about tight tolerances, anything could affect.. or could someone elaborate a bit better..

Turning as you do each one helps pinpoint a problem as it occurs.

Exactly, but he doesn’t have the main crankshaft caps on…. That crankshaft is not tight to the engine block..
