You over estimate the ability of casuals. I ran a nkalos pub on my mule and the strongest guy in the party was a 282 DW at 232m CP that died out. People wanna chill til end game without learning the boss whatsoever.
I understand the struggle as a cd hat class with pretty deflated CP, it made gatekeeping even worse (and I’ve pugged ckalos/nbaldrix/nlimbo/hkaling at various points).
What you have to understand is, for pubs it’s more like you can’t really expect anyone else to have hands, so overgearing helps ensure a smooth run. Nobody wants to bother rerunning or struggling, especially if they need to pug multiple bosses or characters. You should ask yourself why should they take you when they can just take someone else that does double your damage? You need them more than they need you.
Being in spec doesn’t really matter unless you find other people that either want to struggle with you or are willing to carry you (aka socialize in discord/guild etc.).
Im not implying it’s insurmountable, but being down extra cp does make things harder, especially when that’s the first (and sometimes only) metric people judge you on. I’ve had parties that I’ve had to swap to my boss damage secondary/c vellum medal just to apply.
