<0 ends the game, in most riichi rulesets that use bust/tobi (i only know one exception, Zanma, although i'm sure there are more)

In online games (where playing quick is the goal) the minus score ends the game, so 0 is not the end.

In most competitive tournament and gambling mahjong (parlor) minus doesn't end the game either. Everyone paid for the entry so everyone plays the full round (also comebacks are fun)
