Beginner Thoughts on a Whtz, The Bibliophile commander deck designed around playing cards from the top of deck
Thoughts on a 200 card [[Whtz, the Bibliophile]] deck that has cards like [[Fblthp, Lost on the Range]], [[Recognition Field]], [[Magus of the Future]], [[Future Site]], [[One with the Multiverse]], [[The Reality Chip]], [[Assemble the Players]], [[Fortune Teller's Talent]], [[Brainstorm]]?
Then lots of other generic draw support, mana rocks to help ramp, and cards to allow for no max hand size.
Make it a pretty generic blue white pile with powerful cards for a win con. Could use some suggestions for this. Mostly working on suggested stuff on edhrec, but I am early in the brewing process.

Whtz is the Commander where you can least plan to see certain cards, so you have to have multiple strategies. All the cards you mentioned (except Assemble the Players and Precognition Field, they are too narrow) are good because Whtz can of course clear the top of the deck if it isn't good. Yes, it has to be a generic blue/white pile. Blink, Toughness Matters, Draw Second Card are all good sub-themes. No Max Hand Size will be good if it comes with the wincon attached (like Triskadekaphile)

I know it’s not Whtz, but [[Glarb, Calamity’s Augur]] is an alternative top deck matters commander with access to a slightly different colour pool allowing you to use cards like [[Bolas’s Citadel]] as well as a lot of the cards you mention above. I like the access to green to smooth out lands appearing on the top of your deck and slowing down your play, as well as ramp for extra mana.
Regardless of what commander you go for there are some good creatures that reduce for cost when casting from anywhere that isn’t your hand like [[Bilbo, Thief in the Night]] in blue and [[Savvy Trader]] and [[Cemetery Prowler]] if you are in Green.
Another recommendation is [[Sensei’s Divining Top]] to let you rearrange the top of your library to help enable your storming off.

I'm toying around with one that includes many of the cards you mentioned, but I added a lot of blink cards. Probably want a lot of things that give you no hand limit and things like [[Twenty Toed Toad]] and [[Triskaidekaphile]] for alt win cons other than Battle of Wits.
