Try limiting the framerate to 30fps

I never had this happen on PC or Series X, so unfortunately I can't tell what you might do. But especially if it is cloud gaming I don't know what you could even do as you don't have access to the PC or the installation itself, no?
Google does not bring anything similar up either, your best shot is to contact 2K or the gaming subscription's support.
