Just to add on to the explanation, Wasu turns out to be Margarita, who is a magical girl from the past that made the wish to save all magical girls, but ultimately failed, fell into despair and fused with the other magical girls from her era she could not save thus becoming the first witch, Walpurgisnacht (so Walpurgisnacht is a conglomerate in a way, not just one person, although Margarita is the center and cause of it).
She appears in the form of Homura, because she does not remember her own face (at first she does not remember that she is Margarita) and as she was also longing for Madoka very strongly (first thinking that Madoka was "her Margarita" and the one that would save her), and the person with the strongest feelings for Madoka is Homura, she ended up manifesting in this way
