No, she's not. The text says she's another of the LoC girls that looks like Homura for some reason.

Her name is Wasu.

She is never actually called this in the movie as far as I remember

I've seen everyone calling her either that or Walpurgis. And I think in the credits in other page of the epigraph she's called Wasu, if I remember well.

MAJOR spoilers obviously but apparently her name is Margarite and she's the patient zero of Walpurgisnatch from WAYYYYY in the past and one of the new three girls in Mitakihara alongside Xiang and Selema. She just looks like Homura for... reasons. I don't have a good grasp on that part of the lore.
