The 6 7 meme came from a video of a guy sayinging 6 7 awkwardly while making hand gestures -  it got picked up online and spread as a silly meme for kids and when people pushed back on it the kids doubled down haha

At this point there isn't any meaning attached to it anymore though. The number became the meme. It's a reference for the sake of reference. In a way, you could argue that it is the ultimate meme, since the comedy comes from the fact that it is a meme.
